docs(ocr): update master handoff after hOCR bbox fix

Summary

Updates and renames the OCR engine handoff document to reflect the current protected master baseline.

The document now includes:

  • the integrated Paddle hOCR bounding-box integrity fix;
  • automated and runtime validation evidence;
  • the definitive CPU and GPU deployment references;
  • the protected-master workflow for future evolutions;
  • repository cleanup and archive-tag recovery guidance.

Validation

  • Documentation-only change.
  • No application code, dependencies, Dockerfiles, or runtime configuration changed.
  • Markdown diff check completed successfully.
  • No Docker image rebuild is required.
